No elective officer of the City shall orally, by letter or otherwise solicit or be in any manner concerned in soliciting any assessment, subscription, contribution or support for any political party, or for any candidate for public office, from any person holding a position in the classified service of the City. Any elective officer of the City who offends against the provisions of this section shall be guilty of misconduct in office.
