Sec. 83 Filling vacancies in elective offices.
   (a)   If a vacancy occurs in any elective office, then the Council, by a majority vote of its members elect, shall fill such vacancy except as otherwise provided by this Charter.
   (b)   If a vacancy occurs on the Council, then the candidate not elected receiving the highest number of votes for the office of Council member in the preceding election who is qualified and will accept the position shall be appointed to fill the vacancy. If there is no such person, the Council shall appoint some other qualified individual to fill the vacancy for the unexpired term. (Nov. 3, 1987)
