The Council shall, by ordinance, maintain a City Planning Commission created in accordance with and under the authority of statute having the powers and duties prescribed by statute and this Charter. They shall also maintain a zoning ordinance in accordance with and under the authority of statute and having the powers and duties prescribed by statute and this Charter, subject to the rights heretofore granted to the Mayor in this Charter, and the Board of Zoning Appeals shall be comprised of an independent body of not fewer than five (5) individuals. The authority to appoint such members of boards and/or commissions shall be as prescribed by pertaining statute, ordinance or this Charter. (Nov. 7, 2006)
