(a) There shall be a Department of Public Works that shall be charged with the responsibility for the construction, maintenance and lighting of streets, alleys, public buildings, sewers, sewage disposal facilities, drains, public places and parks of the City; and the operation and maintenance of the motor transportation facilities of the City; and refuse disposal.
(b) The department head of the Department of Public Works shall be the Superintendent of Public Works and shall perform such duties as are required of him by State law, this Charter and the ordinances of the City.
