(a) There shall be a Department of Engineering responsible for all engineering work required in the administration of the functions of the City government. The Department shall be charged with the preparation of all necessary plats, maps, surveys, diagrams and estimates of costs required by the Council or the administrative service of the City relating to the buildings, grounds, streets, parks and public improvements of the City, and shall perform such other duties as are prescribed by law, this Charter or the ordinances of the City.
(b) The Department of Engineering shall be responsible for the administration of all laws, ordinances and regulations concerning the erection, maintenance and safety of buildings and the equipment and fixtures therein, including, but not by way of limitation, electrical and plumbing codes, housing and zoning laws and other applicable State laws.
