Sec. 74 Parks and Recreation Commission; Department of Parks and Recreation.

   (a)   There shall be a Parks and Recreation Commission, who shall develop, administer and maintain recreational facilities and programs for the City.

   (b)   The department head of the Parks and Recreation Department shall perform such duties as are required of him by ordinances of the City and the rules and regulations of the Parks and Recreation Commission.
