Sec. 61 Powers and duties of City Treasurer.
   (a)   The Treasurer shall have the custody of all moneys of the City, the Clerk's bond and all evidences of value belonging to the City, or held in trust by the City;
   (b)   He shall receive all moneys belonging to and receivable by the City, that may be collected by any officials or employees of the City, including license fees, taxes, assessments, utility charges and all other charges belonging to and payable to the City, and shall in all cases give a receipt therefor;
   (c)   He shall keep and deposit all moneys or funds in such manner and only in such places as the Council may determine and shall report the same in detail to the Clerk;
   (d)   He shall have such powers, duties and prerogatives in regard to the collection and custody of State, County, School District and City taxes and moneys as are conferred by law to enforce the collection of State, County, Township and School District taxes upon real and personal property;
   (e)   He shall pay no money out of the treasury except in pursuance of and by the authority of the law, and upon warrants signed by the Clerk, which shall specify the purpose for which the amounts thereof are to be paid;
   (f)   He shall collect and keep an account of and be charged with all taxes and moneys appropriated, raised or received for each fund of the corporation, and shall keep a separate account of each fund, and shall credit thereto all moneys raised, paid in or appropriated therefor, and shall pay every warrant out of the particular fund raised for the purpose for which the warrant was issued;
   (g)   He shall keep all moneys in his hands belonging to the City separate and distinct from his own moneys, and he is hereby prohibited from using, either directly or indirectly, the City's moneys, warrants or evidences of debt, which are in his custody or keeping, for his own use or benefit, or that of any other person;
   (h)   He shall perform such other duties as may be prescribed for him by State or Federal law, this Charter or the Mayor and/or the Council.
