Sec. 39 Regular meetings; time; place.

Regular meetings of the Council shall be held on the first and third Wednesday of every month at 7:00 p.m. in the Council Chambers. If any time set for the holding of a regular meeting of the Council shall be a holiday, then such regular meeting shall be held at the same time and place on the next secular day which is not a holiday.
