(a) The President of the Council shall be determined by the Councilman-elect receiving the largest electoral vote, and he shall preside over all meetings of the Council, with the right to vote.
(b) The candidate for Council receiving the second highest number of votes in the same election shall serve as President Pro Tem of the Council and shall act as President of the Council during the absence or disability of the President or when the President is serving as Mayor Pro Tem. The President or President Pro Tem of the Council may decline to serve in such office, in which event that candidate having received the next highest number of votes in the same City election shall serve in his stead.
