Sec. 8 Computation of time.

Whenever the day upon which some action or thing shall be done under the provisions of this Charter or the last day of a period within which such action or thing to be done falls upon a Sunday or holiday, then such Sunday or holiday shall be excluded in computing time, and such action or thing shall be done on the first succeeding secular day.
