101.99 GENERAL PENALTY.
   (a)   Whenever, in the Codified Ordinances or in any ordinance of the Municipality, any act is prohibited or is made or declared to be unlawful or an offense or a misdemeanor, or whenever the doing of any act is required or the failure to do any act is declared to be unlawful, where no specific penalty is otherwise provided, whoever violates any such provision is guilty of a misdemeanor of the fourth degree. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
   (b)   Whoever violates any provision of the Zoning, Building and Housing Codes which provides as a penalty, a minor misdemeanor, may be enforced by the issuance of a citation in compliance with Rule 4.1 of the Ohio Rules of Criminal Procedure. The Commissioner of Building may promulgate such rules and regulations as he may determine as necessary to supplement or aid in the interpretation of the requirements of this Code, which regulations shall be consistent therewith.
