527.20 LIABILITY FOR EXPENSE OF REMOVAL BY CITY.
   In the event the Director of Service hires a third party or the City elects to remove dangerous litter from private property, the owner of the premises shall be liable to the City for expenses incurred by the City in removing and disposing of such litter. A statement shall be rendered to the owner or occupant of the premises for the cost thereof and if not paid, a suit may be instituted.
