517.08 RESTRICTION ON BINGO FOR CHARITABLE ORGANIZATIONS.
   (a)   Notwithstanding the obtaining of a license to conduct bingo by a charitable organization, as herein defined, from the State, pursuant to the provisions of Ohio R.C. Chapter 2915, such charitable organization must have as its situs either its principal office or a physical facility owned by such organization located within the Municipal boundaries for a period of time not less than two years.
   In no case shall such charitable organization conduct more than two bingo sessions in any seven-day period, in any one location within the City. Such charitable organizations must submit to the Director of Public Safety, prior to the conducting of any bingo game within the City, a copy of the license issued by the State permitting such organization to conduct binge for charitable purposes.
   Upon presentation of a proper license from the State, the City shall issue a permit to conduct a bingo game in accordance with the provisions of this subsection. A fee of one dollar ($1.00) shall be paid for the issuance of the permit.

   (b)   Whoever violates this section is guilty of a misdemeanor of the first degree.
