509.11 MAINTAINING ORDER IN CERTAIN PUBLIC AND PRIVATE AREAS.
   (a)   No person shall:
      (1)   Race the motor of any motor vehicle; needlessly bring to a sudden start or stop any motor vehicle; blow any horn of any motor vehicle needlessly; engage in any race with another vehicle so as to create a nuisance or a disturbance so as to annoy or endanger any person; or endanger any other vehicle lawfully on the public portions of a shopping center or commercial district, including ingress and egress areas designated by the property owner for off-street parking of automotive or other vehicles, driveways, sidewalks, malls, arcades, service areas and entranceways into stores and buildings;
      (2)   Assemble or congregate with one or more other persons on any sidewalk or street corner, within Municipal or private parking areas or within parks or public grounds with intent to provoke a breach of the peace or to intentionally block, obstruct or impede the free passage of pedestrians or vehicles, or whereby a breach of the peace may be occasioned by the annoyance to pedestrians or by threatening, insulting or abusive conduct to them, and refuse to move on when ordered by a police officer;
      (3)   Purposely block ways and entries to or congregate on private property in the nonresidential districts of the City, as provided in the Zoning Code, where business is conducted or services rendered and an invitation to enter is made to members of the public, express or implied, for such purposes, or interfere with the intended use of parking lots adjacent to such business or part of the same property where the business is located It shall be prima-facie evidence of such intent when such person continues to loiter or block passage or when such person remains after being requested by a police officer to move on or purposely or knowingly blocks the passage of another person upon a public sidewalk in the City. It shall be prima-facie evidence of such violator's intent if he is requested to make way and refuses to comply;
      (4)   Use loud or vociferous language or obscene, vulgar or indecent language, swear, curse, yell or shriek in a manner calculated to disturb another person present upon the public portions of a shopping center or commercial business district, harass by any means, bother or injure any other person on the public portions of the shopping center or commercial area by making loud or indecent suggestions either by oral expressions or by a physical act.

      (5)   Use any sidewalk or public property, in any manner, to beg or solicit alms or funds for personal use.

   (b)   Whoever violates any of the provisions of this section is guilty of a misdemeanor of the third degree.
