(a) It shall be unlawful for any person or organization, whether for profit, non-profit, charity or any other purpose, to offer any live animal as a prize in response to participation in a game, contest, drawing of chance or any other similar event, except fish that do not exceed three inches in length.
(b) Whoever violates this section is guilty of offering animals as prizes, a misdemeanor of the first degree.
