(a) No person shall display, or cause to be displayed, any writing, printing, placard or other form of sign by way of advertising, whether mercantile, political or otherwise, on or about his person, while he is in or upon the streets or highways of the City.

(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
