No person shall operate a motorcycle upon the streets and highways of the City nor be a passenger upon such motorcycle unless such vehicle contains the following equipment:
(a) Handle bars whose height does not extend beyond the shoulder of the rider when sitting erect, and whose distance between grips is not less than twenty inches;
(b) A rear-view mirror on each handle bar, so mounted as to afford a clear view to the rear;

(d) A muffler, as provided in Section 337.20.
