Persons riding bicycles or motorcycles upon a roadway shall ride in single file in business districts in the City, on through streets and other places upon order of any police officer, and, except on paths or parts of roadways set aside for the exclusive use of bicycles or motorcycles, shall in no event ride more than two abreast.
