No person having in his business or receiving in connection with his possession or otherwise any number or license plate for motor vehicles not displayed upon the motor vehicle for which issued, and not called for by the owner to whom issued within five days, shall fail, immediately after such five-day period to notify the Police Department of such fact and surrender such number or license plate to any police officer demanding the same.
