(a) No person other than an employee of the South Euclid-Lyndhurst Board of Education or the City of South Euclid shall operate any motor vehicle on the grounds of any public or private school or on any municipally owned property, unless such vehicle has been duly issued license plates by the Ohio Registrar of Motor Vehicles.
(b) No person other than an employee of the South Euclid-Lyndhurst Board of Education or the City of South Euclid shall operate any motor vehicle which has been issued license plates by the Ohio Registrar of Motor Vehicles, on the grounds of any public or private school or municipally owned property except on roadways or parking areas designed for such purpose.
