147.27   PRIMA-FACIE EVIDENCE OF VIOLATION.
   In any hearing of the Parking Violations Bureau on a charge of illegal parking of a motor vehicle, testimony that a vehicle bearing a certain license plate was found unlawfully parked as prohibited by the provisions of this chapter, and further testimony that the records of the Ohio Registrar or Deputy Registrar of Motor Vehicles show that such license plate was issued to the defendant, shall be prima-facie evidence that the vehicle which was unlawfully parked, was so parked by the defendant. A certified copy showing such fact from the Registrar or Deputy Registrar shall be proof of such ownership.
