(a) No person shall place any obstruction in or upon a street, or open any excavation in or upon a street, without a permit obtained from proper authorities. Such permit shall be approved by the Chief of Police as to the time of the obstruction or excavation.
(b) No person shall make any physical change in or upon any street or highway of the City, whether in the nature of safety zones, safety islands, street markers, painting or otherwise, unless a permit therefor is first obtained from the Director of Public Safety.
