All refuse storage and pick-up facility areas shall be fenced, screened and/or landscaped to prevent the blowing or scattering of refuse and to provide an adequate visual barrier of the facilities from locations both on and off the site upon which they are located. It shall be the property owner's responsibility to maintain any required fencing, screening and/or landscaping in good condition as long as such refuse storage and/or pick-up facilities are in existence. Property owners who fail to maintain these refuse storage and pick-up facilities, as well as any required fencing, screening and/or landscaping of these facilities, in an orderly and good condition, will be subject to the penalty provided in Section 1605.99.
