No person shall occupy any structure used, designed or intended to be used as a commercial or institutional building, structure or premises, or any part thereof, unless such person holds a certificate of business occupancy issued by the Building Commissioner for such structure, which certificate has not expired, been revoked or otherwise become null and void.
