(a) The purpose of this chapter is to provide for the licensing of child day care homes in residential districts and to establish minimum fire and safety standards for child day care homes.
(b) No person shall operate a child day care home or facility, or provide daily or regular care for any nonrelated children, except as provided in this chapter, whether or not compensated for such service.
