Any person, firm, partnership, corporation, limited liability company, trust, joint stock company, unincorporated association, governmental entity, banking institution, joint stock company, or any other person or organization, who or which violates any provision of this chapter or any provisions of a telecommunications right-of-way permit granted under this chapter shall be guilty of a misdemeanor of the first degree.
