The Commissioner of Buildings or the Commissioner's designee shall inspect and re-inspect any erected or installed earth stations, and if any station is or becomes out of compliance with any City ordinances, the owner shall be notified:
(a) To make repairs and alterations to cause the earth station to be in compliance with the code; or
(c) To remove the earth station.
