(a) In the event of a conflict between any of the provisions of the South Euclid One, Two and Three Family Dwelling Code as adopted by Section 1311.01, and a provision of other technical codes adopted by reference which pertains to one, two and three family dwellings by the City, the higher and stricter standard shall control.
(b) In the event of a conflict by way of provisions of the South Euclid One, Two and Three Family Dwelling Code and a provision of any City ordinance, resolution, rule or regulation, the City ordinance, resolution, rule or regulation most recently adopted shall control.
