No permit required by the provisions of the Building Code shall be issued to anyone other than a properly registered contractor except that the owner of a single, two-family or three-family dwelling need not be registered as a contractor to personally perform work upon the premises occupied by the owner thereof as such owner's established residence. However, such owner shall submit an affidavit to the Building Commissioner stating exactly the nature and extent of the work to be performed by the owner. All such work shall comply with this Building Code, the Zoning Code and all other ordinances, rules and regulations of the City.
