All proposed ordinances creating, redesignating or abolishing positions in the classified service and fixing the salary shall be submitted to the Civil Service Commission for proper classification and standardization prior to submission to Council, and thereupon the Civil Service Commission shall transmit such ordinances to Council with its comments thereon, or desired changes therein, if any, which shall be considered by Council prior to the adoption of such legislation.
