Before proceeding with any work or construction under any building permit issued pursuant to this Building Code involving the hauling of materials or fill to or from any lot or parcel of land in the City, there shall be provided a temporary driveway from the street to the building site Such driveway shall be constructed of coarse slag, stone, broken concrete or other masonry refuse to a depth sufficient to provide a substantial base. The driveway shall extend from curb to excavation, or beyond if necessary to prevent the tracking of mud into the street by trucks or other equipment. At the sidewalk crossing, the driveway shall be filled to the level of the walk with fine aggregate or cinders, and maintained until a permanent drive is installed.
