Where work for which a permit is required by this Building Code is started prior to obtaining a permit, for the first offense, a penalty of not less than thirty dollars ($30.00), or an amount equal to the required permit fee, whichever is greater, shall be charged in addition to the required permit fee. For the second offense, a fee of one hundred dollars ($100.00). For the third and any subsequent offense, a fee of three hundred dollars ($300.00). However, the payment of such penalty and fee shall not relieve any person from fully complying with the requirements of this Building Code or any other law of the State or ordinance of this City.
