The Commissioner of Building shall be responsible for the examination of plans, the issuance or refusal of permits under applicable provisions of the ordinances of the City and the laws of the State, the inspection of buildings, and such other powers as are now or may hereafter be conferred upon building commissioners, plumbing inspectors or electrical inspectors by the ordinances of the City or the laws of the State. The assistant building inspectors shall have similar powers and shall exercise the same under the supervision and control of the Commissioner of Building.
