Requirements for banners shall be as follows:
(a) No banner shall exceed thirty inches by eighty inches in size and all banners shall be made of awning or acrylic canvas or marine acrylic fabric. There shall be no wind cuts in the banner.
(b) All banners shall be attached to a pole by a heavy-duty metal bracket system specifically manufactured for this purpose. Brackets and banners in any right-of-way shall be erected by the Service Department. The City may charge a fee for this service. All banners shall be mounted to provide a minimum clearance of fourteen feet from the bottom of the banner to the ground.
(c) Pole owners may deny the use of any pole for a banner and may remove any banner or bracket that is in conflict with their operations.
(d) No banner shall be mounted which obstructs or interferes with any traffic sign or traffic control device.
