Nonprofit organizations or institutions and nonprofit or community-owned facilities may erect temporary banner signs on City-specified utility poles located in public rights-of-way, or on similar poles located on private property owned by the sponsor of the temporary banner signs, for a period not to exceed ninety days during the months of April through October. Banners shall represent or promote nonprofit or community events of general public interest or celebrate an institution's presence in the community. Banner applications and designs shall be approved by the Banner Advisory Committee, consisting of the Traffic Commissioner, the Service Director and the Community Relations Coordinator, and finally approved by the Mayor. Permits shall be issued by the Building Commissioner upon authorization.
