(a) No person shall engage in, offer, or advertise the operation of a massage establishment as defined in this chapter, unless such massage establishment is licensed under this chapter.
(b) No person shall engage in the business of or be employed as a massage technician in the City unless he or she has obtained a license under this chapter.
(c) No person shall engage in, offer or advertise massage services in any locations other than a licensed massage establishment.
