No person licensed as a, secondhand dealer shall sell or remove from his place of business any such secondhand goods, articles or things sold to him as aforesaid, until the same shall have been in his possession at least four days. Secondhand articles may be inspected by a duly authorized member of the Division of Police during the retention period.
