(a) There is hereby created an account within the Police Department to be known as the Confidential Investigation Fund.
(b) Initially, such Fund shall be established and is hereby appropriated in the amount of three hundred dollars ($300.00). Thereafter, Council shall appropriate such additional sums as it deems necessary therefor. Such Fund shall be used for such purposes and in such manner as the Police Chief deems necessary and he/she shall be responsible for the expenditures from such Fund and the accounting thereof. From time to time, an accounting of the expenditures from the Fund shall be made to the Mayor by the Police Chief. Such moneys shall be appropriated from the Contingent Fund.
