No person operating a restaurant or other place of business where food or beverages are sold for consumption upon the premises shall maintain or operate curb or outside service where such food or beverages are dispensed, sold or consumed, between the hours of 1:00 a. m. and 8:00 a. m., except on Sunday when the closing hour shall be 2:00 a. m.
