(a) A charge of five dollars ($5.00) shall be made for each response by the Fire Department to provide access to premises by one who has locked him/her self therefrom.
(b) This section shall not apply to the first two occurrences at any location nor to a true emergency as determined by the Director of Public Safety.
(c) All funds collected for such service shall be deposited in the General Fund.
