Every person granted a license hereunder to operate a vehicle or vehicles for public hire shall pay annually, beginning January 1 of each year, a fee of fifty dollars ($50.00) for each vehicle so operated for hire under license. When a license has been granted to the licensee by the City of Cleveland or other adjoining municipalities, an annual fee of twenty-five dollars ($25.00) shall be paid for each vehicle so operated for public hire, but in no case more than a maximum fee of two hundred dollars ($200. 00) shall be charged where large fleets of vehicles are to be operated for public hire.
When licenses are issued after July 1 in any year, the fee for the year shall be fifty percent (50%) of those herein specified for each vehicle so licensed to operate for public hire.
