No public dance hall shall be open or any public dance be conducted on Sunday. All public dances and all public dance halls shall-be closed on or before the hour of 12:00 midnight. However, upon the application of a bona fide responsible person, club, organization, corporation or society and after investigation, the Mayor may grant such person, club, organization or society a permit to continue the dance until such time as shall be fixed in the application.
