No license shall be issued until a duly authorized City official shall investigate such hall and determine that it complies with and conforms to all ordinances and health and fire regulations of the City, and that such hall is properly ventilated and supplied with adequate toilet conveniences, and is a safe, sanitary and proper place for the purpose for which it is to be used.
