Whoever violates any provision of this chapter is guilty of a misdemeanor of the third degree, and every failure, refusal or neglect to fully and completely comply with the provisions of this chapter and each day's continuance thereof beyond the time specified shall constitute a separate offense. Violations of the provisions of this chapter may also be restrained, prohibited or enjoined by appropriate proceedings.
