The license herein issued shall be on display in the place of business wherein such device or vending machine is displayed and such license is nontransferable. The licensee may, during any fiscal year, replace the licensed machine or device with another machine or device without incurring liability for an additional license fee.
The license for any device or machine for which application has been previously made and issued shall be issued without further application hereunder, and upon payment of the required fee, unless the Mayor determines prior to the issuance of such license that the owner or operator has been guilty of a violation of either State law or these Codified Ordinances or is not of good moral character.
