Upon the approval of the application and upon the payment of an annual license fee of fifty dollars ($50. 00) per machine for a mechanical amusement device or twenty dollars ($20.00) per machine for a mechanical musical device, a license to display one mechanical amusement device or mechanical musical device shall be issued to the applicant. The license fee shall be for the fiscal year and shall be applied for and obtained on or before January 1 of the following calendar year. A fee for any unexpired portion of a fiscal year shall be the same as for the entire year. The license shall entitle the licensee therein named to display at or upon the premises therein described one mechanical amusement device or mechanical musical device.
