When, in the opinion of the Mayor, the amusement, entertainment, recreation, exhibition or other assemblage will attract sufficient pedestrian and vehicular traffic as to necessitate the employment of additional police and firemen, then the applicant shall deposit a sum, in addition to the fee herein charged, which is estimated to be sufficient to pay for such additional expense. If the deposit is greater than the sum necessary to pay such expense, then the remainder shall be refunded. If the amount so deposited is insufficient to pay the additional expense, then the applicant shall reimburse the City in an amount equal to the overage.
