(a) The City Animal Warden or any person having the authority of a police officer in the City shall enforce the laws of the State and the City relative to the impounding of animals, and shall take up and impound animals at large in public or private places in violation of Chapter 505 of the General Offenses Code.
(b) The City Animal Warden shall keep a record of all animals seized and impounded, shall be responsible for the collection of charges provided in this chapter for the taking up or boarding of any animals and shall have general supervision of the City Pound. He/she shall turn over all moneys together with a complete record of his activity for the month at the end of each month to the Director of Finance.
