No person, firm or corporation, including religious, private, charitable, civic and political organizations, excepting however, bodies politic wholly supported by taxation, shall operate upon any property within the City any carnival, fair, festival or similar amusement without first having made application and received a permit to do so in accordance with the conditions and limitations as set out in this chapter.
