The Director of Public Safety shall, upon application of the owner or proprietor thereof, and upon the payment by such owner or proprietor to the Director of Finance of an annual fee of twenty-five dollars ($25. 00) for the first lane and ten dollars ($10.00) for eac;x additional lane in the same building, issue a license for the operation of any bowling lane, provide:i that the same shall be operated only between the hours of 8:00 a. m. and 2:30 a.m.
